Greetings and welcome to the December issue of the CMFE newsletter!


*Successful General Assembly & Conference*
2013 continues to be a productive year for CMFE as our organization
grows and develops its capabilities to support community media in
Europe. That was really demonstrated at the 2013 General Assembly &
Conference in Brno
in
October. Joining in cooperation with our colleagues at AMARC Europe,
more than 130 participants from 32 countries convened at a well-received
event.

Attendees shared their experiences, transferred expertise, and exchanged
ideas all in the effort to build capacity for the development of
community radio and television in Europe. We thank everyone for their
participation!
Thanks to a successful general assembly election, the CMFE board of
directors also gained three new members in Brno:
*Judith Purkarthofer* (Austria) – Judith works as a University Assistant
at the Department of Linguistics, University of Vienna, and has a strong
focus on multilingual settings, participatory practices, and media as
multilingual practice for plurilingual speakers. Her master thesis
examined language choice in community radio, and she researches
multilingual programming in Austrian community radio.
*Urszula Doliwa* (Poland) (PhD) is an Assistant Professor and the Vice
Director of the Institute of Journalism and Social Communication at the
University of Warmia and Mazury, Poland. She is an author of the book
Radio studenckie w Polsce (Student radio in Poland). Nowadays her
research interests center on community media, and the promotion of
community media in Poland.
*Gergely Gosztonyi* (Hungary) is a lawyer and media researcher. He has a
Ph.D. of Master of Laws Degree and teaches at the Faculty of Law, ELTE
Budapest, Hungary. He also is the Head of the Rector's Secretariat of
Eötvös Loránd University. Between 2000-2004 he was the office
coordinator of the Hungarian Federation of Free Radios and was the
managing director of Civil Radio, a community radio in Budapest.










Welcome to the new board members! We look forward to their ideas, skills
and experiences for a fresh perspective on the important issues of
community media, and strengthening the leadership of our organization.
Our next CMFE board meeting will take place in Brussels 12-14 December 2013.


*Council of Europe meeting in Belgrade*
Community Media was represented by CMFE board members Ciaran Murray and
Pieter de Wit (Photo below) at the Council of Europe Conference of
Ministers responsible for Media and Information Society, held in
Belgrade on November 7-8. Titled “FREEDOM OF EXPRESSION AND DEMOCRACY
IN THE DIGITAL AGE, Opportunities, Rights and Responsibilities

the Conference addressed developments in the media field that are
relevant to human rights and democracy. Pieter de Wit spoke at the
Meeting of the Committee on Culture, Science, Education and Media of the
Parliamentary Assembly of the Council of Europe (PACE) held in Belgrade
at the Serbian National Assembly on the eve of the Council of Europe
Conference of Ministers responsible for Media and Information Society.
His presentation on community media was part of the session on
“Priorities for Audiovisual Media Policy in Europe”, and served to
reinforce the importance of the third media sector for promoting
pluralism, diversity, and democracy in Europe.
The ministers also adopted three resolutions mapping out the future work
of the Council of Europe in the field of freedom of expression. The
*Resolution on Preserving the essential role of media in the digital
age* states that: "The preservation of the essential role of media in
the digital age justifies, alongside commercial media, *further support
for*, on the one hand, a well-funded, sustainable, independent, high
quality and ethical public service media providing distinctive content
on all services and platforms and, on the other hand, *non-profit
community media capable of addressing the specific needs of various
communities and committed to inclusive and intercultural practices.*"


Last but not least, we also had new members join CMFE:

* Radio Pi (Germany) – alternative radio in Berlin led by Joerg Depta
* KLFM (Croatia) – web radio / podcaster in Split
* M-Cult TV (Finland) – youth oriented web television led by Minna Tarka
* Bianca Miglioretto (Switzerland) – specialist in gender initiatives
* Maria Anikina (Russia) – media studies at Moscow State University

Congratulations and welcome to our new members.
It has been a busy time for CMFE, but of course we’re never too busy to
welcome your comments and suggestions, and we hope you’ll stay engaged
with this important work as we address the challenges faced by our
sector. The growth of our organization, and the development of our
capacity to serve our members, are testaments to the continued high
level of interest in community media, and a mandate for our role as
advocate for the health and sustainability of community media in Europe.

Small-scale DAB Still Not a Solution for Local Radio

*"Neutral" EBU promises to support lobbying for DAB-system
*WorldDMB – the organization promoting DAB radio – had its 2013 General
Assembly in Amsterdam November 6th. On CMFE assignment Ruud Vader, media
technology consultant, filed a report about issues of interest
community radio. Of major interest was the session "Small scale
solution for local broadcasters". Dissapointingly the DAB+ based
solution do not solve the prime problem of how to run a local mux
efficiently with only one or two programs, the remainder of the
mux being empty. The challenge that is addressed is rather how to design
and implement small-scale coverage areas for transmission of DAB+ muxes.

38 New Concessions for Community Television in Denmark

The Danish radio and tv authority is announcing 38 concessions for
non-commercial local television in 8 regional DTT (digital terrestrial
television) areas (Mux 1). The new amendments in the media law set
stronger terms of local programme content and local NGO ownership.

Only registered associations can apply for concessions. There is
detailed list of requirements as well as a list of advantage
considerations - a "beauty contest". - This year the government has
funded non-commercial local television with 3,9 million euro via the tv
license fee.

Dublin Community TV to Cease Broadcasting

Statement from management committee cites issues of sustainability
related to changes in support from the Broadcasting Authority of
Ireland. The wind down of the station begins immediately, with cessation
of broadcast scheduled for February 2014. Click the "read more" button

CMFE successful intervention at Council of Europe (updated)

Community Media was represented by the CMFE board members Ciaran Murray
and Pieter de Wit at the Council of Europe Conference of Ministers
responsible for Media and Information Society, held in Belgrade on
November 7-8, and at the Meeting of the Committee on Culture, Science,

Media Freedom in Hungary Degraded Again?

*OSCE says higher prison sentences for defamation **may
restrict media freedom in Hungary*


BELGRADE, 6 November 2013 – Increased prison sentences for
defamatory video or sound recordings are another potential threat to
freedom of expression and freedom of the media in Hungary, Dunja
Mijatović, the OSCE Representative on Freedom of the Media said today.

“These amendments to the penal code can further restrict media freedom.
The penalties for publishing defamatory recordings are disproportionate
and may lead to the silencing of critical or differing views in
society”, Mijatović said.

Community Radio Makes Its Stand for FM Radio in Brussels

CMFE and Amarc Europe were invited to contribute to the meeting on 23
October 2013 in Brussels of the "Working Group on Communications
Broadcast Issues (CBISS)", part of Communications Committee (COCOM) of
the European Commission, Directorate-General for Communications
Networks. This working group prepares the ground for consistent
interpretation and “best practice” across Member States of the European
Union, amongst others on Transmission of Audio Broadcast services.
"/Digital transmission of audio broadcast services has been introduced
in several European countries or is still planned to be introduced.
//The CBISS//will assist exchange of good practice on implementation
between Member States, and for identifying orientations for the future
of terrestrial radio transmission given that receiver penetration has
increased and new technologies have hit Member States’ markets./" (see
